A Header/Footer builder is planned and will probably be shipped with Page Builder Framework 3.0 🙂
Even though this is planned, please keep upvoting this if you’d love to see this feature in core. This will help us to set the priority for this feature.

touching base on this matter – please consider overhauling the footer as well.
Something in the spirit of the Kadence theme (drag & drop)

I see a lot of customizer improvements were done recently. However, one thing that would be helpful for the header builder is for all the settings of the header element to be in one location.
For example, right now I have to go to Typography to set the font family and letter spacing, and then I have to go to the Header panel to set the font size and design.
It would make it a lot easier to have all these sections in one place. Kadence and Astra are already doing this and it does make a difference.
